Are they really free?

Can I edit them?

The Word and Excel files, yes. Open them in Word or Excel, or in Google Docs and Google Sheets, and change whatever you need. PDFs are mostly meant for printing as they are.

Which format should I pick?

Word for letters and forms you want to type into. Excel for budgets, trackers and anything with sums in it. PDF if you just want to print. Not every template comes in all three, so check what is offered on the page.

Can I use the legal and medical ones as they are?

Treat them as a starting point. Requirements change from place to place, so if the document matters, a lawyer or doctor should look it over before you use it.
